ٱللَّهُ يَسْتَهْزِئُ بِهِمْ وَيَمُدُّهُمْ فِى طُغْيَٰنِهِمْ يَعْمَهُونَ
Allahu yastahzi'u bihim wa yamudduhum fee tughyaanihim ya'mahoon
[But] Allah mocks them and prolongs them in their transgression [while] they wander blindly.

Summa qasat quloobukum mim ba'di zaalika fahiya kalhijaarati aw-ashaadu qaswah; wa inna minal hijaarati lamaa yatafajjaru minhul anhaar; wa inna minhaa lamaa yash shaqqaqu fayakhruju minhul maaa'; wa inna minhaa lamaa yahbitu min khashyatil laa; wa mal laahu bighaafilin 'ammaa ta'maloon
Then your hearts became hardened after that, being like stones or even harder. For indeed, there are stones from which rivers burst forth, and there are some of them that split open and water comes out, and there are some of them that fall down for fear of Allah. And Allah is not unaware of what you do.

وَقَالُوا۟ لَن تَمَسَّنَا ٱلنَّارُ إِلَّآ أَيَّامًا مَّعْدُودَةً قُلْ أَتَّخَذْتُمْ عِندَ ٱللَّهِ عَهْدًا فَلَن يُخْلِفَ ٱللَّهُ عَهْدَهُۥٓ أَمْ تَقُولُونَ عَلَى ٱللَّهِ مَا لَا تَعْلَمُونَ
Wa qaaloo lan tamassanan Naaru illaaa ayyaamam ma'doo dah; qul attakhaztum 'indal laahi 'ahdan falai yukhlifal laahu 'ahdahooo am taqooloona 'alal laahi maa laa ta'lamoon
And they say, "Never will the Fire touch us, except for a few days." Say, "Have you taken a covenant with Allah? For Allah will never break His covenant. Or do you say about Allah that which you do not know?"

Tafsir al-Jalalayn: God effaces usury diminishing it and eliminating any blessing in it but He augments voluntary almsgivings with interest increasing them making them grow and multiplying their reward. God loves not that is to say He will requite any guilty profligate devouring it ingrate who deems usury licit.
Tafsir Ibn Kathir (English): Allah Does Not Bless Riba
Allah states that He destroys Riba, either by removing this money from those who eat it, or by depriving them of the blessing, and thus the benefit of their money. Because of their Riba, Allah will torment them in this life and punish them for it on the Day of Resurrection....
وَٱتَّقُوا۟ يَوْمًا تُرْجَعُونَ فِيهِ إِلَى ٱللَّهِ ثُمَّ تُوَفَّىٰ كُلُّ نَفْسٍ مَّا كَسَبَتْ وَهُمْ لَا يُظْلَمُونَ
Wattaqoo yawman turja'oona feehi ilal laahi summa tuwaffaa kullu nafsim maa kasabat wa hum laa yuzlamoon
And fear a Day when you will be returned to Allah. Then every soul will be compensated for what it earned, and they will not be treated unjustly.

Ma'arif-ul-Quran: In the last verse (281), there appear again the subjects of the fear of the Last Day, its accounting, its rewards and punishment, at which end these verses containing the injunctions of ربا riba. It was said in this last verse:
وَاتَّقُوا يَوْمًا تُرْجَعُونَ فِيهِ إِلَى اللَّـهِ ۖ ثُمَّ تُوَفَّىٰ ك...

Allah witnesses that there is no deity except Him, and [so do] the angels and those of knowledge - [that He is] maintaining [creation] in justice. There is no deity except Him, the Exalted in Might, the Wise.

Iz qaalal laahu yaa 'Eesaaa innee mutawaffeeka wa raafi'uka ilaiya wa mutah hiruka minal lazeena kafaroo wa jaa'ilul lazeenattaba ooka fawqal lazeena kafarooo ilaa Yawmil Qiyaamati summa ilaiya marji'ukum fa ahkumu bainakum feemaa kuntum feehi takhtaliifoon
[Mention] when Allah said, "O Jesus, indeed I will take you and raise you to Myself and purify you from those who disbelieve and make those who follow you [in submission to Allah alone] superior to those who disbelieve until the Day of Resurrection. Then to Me is your return, and I will judge between you concerning that in which you used to differ.
اس وقت خدا نے فرمایا کہ عیسیٰ! میں تمہاری دنیا میں رہنے کی مدت پوری کرکے تم کو اپنی طرف اٹھا لوں گا اور تمہیں کافروں (کی صحبت) سے پاک کر دوں گا اور جو لوگ تمہاری پیروی کریں گے ان کو کافروں پر قیامت تک فائق (وغالب) رکھوں گا پھر تم سب میرے پاس لوٹ کر آؤ گے تو جن باتوں میں تم اختلاف کرتے تھے اس دن تم میں ان کا فیصلہ کردوں گا

But as for those who believed and did righteous deeds, He will give them in full their rewards, and Allah does not like the wrongdoers.

It is not [attributable] to any prophet that he would act unfaithfully [in regard to war booty]. And whoever betrays, [taking unlawfully], will come with what he took on the Day of Resurrection. Then will every soul be [fully] compensated for what it earned, and they will not be wronged.

Alam tara ilal lazeena qeela lahum kuffooo aidiyakum wa aqeemus Salaata w aaatuz Zakaata falammaa kutiba 'alaihimul qitaalu izaa fareequm minhum yakhshawnnan naasa kakhashyatil laahi aw ashadda khashyah; wa qaaloo Rabbanaa lima katabta 'alainal qitaala law laaa akhkhartanaa ilaaa ajalin qareeb; qul mataa'ud dunyaa qaleelunw wal Aakhiratu khairul limanit taqaa wa laa tuzlamoona fateelaa
Have you not seen those who were told, "Restrain your hands [from fighting] and establish prayer and give zakah"? But then when fighting was ordained for them, at once a party of them feared men as they fear Allah or with [even] greater fear. They said, "Our Lord, why have You decreed upon us fighting? If only You had postponed [it for] us for a short time." Say, The enjoyment of this world is little, and the Hereafter is better for he who fears Allah. And injustice will not be done to you, [even] as much as a thread [inside a date seed]."
بھلا تم نے ان لوگوں کو نہیں دیکھا جن کو (پہلے یہ) حکم دیا گیا تھا کہ اپنے ہاتھوں کو (جنگ سے) روکے رہو اور نماز پڑھتے رہو اور زکوٰة دیتے رہو پھر جب ان پر جہاد فرض کردیا گیا تو بعض لوگ ان میں سے لوگوں سے یوں ڈرنے لگے جیسے خدا سے ڈرا کرتے ہیں بلکہ اس سے بھی زیادہ اور بڑبڑانے لگے کہ اے خدا تو نے ہم پر جہاد (جلد) کیوں فرض کردیا تھوڑی مدت اور ہمیں کیوں مہلت نہ دی (اے پیغمبر ان س) ے کہہ دو کہ دنیا کا فائدہ بہت تھوڑا ہے اور بہت اچھی چیز تو پرہیزگار کے لئے (نجات) آخرت ہے اور تم پر دھاگے برابر بھی ظلم نہیں کیا جائے گا

Wa qaalatil Yahoodu wan Nasaaraa nahnu abnaaa'ul laahi wa ahibbaaa'uh; qul falima yu'azzibukum bizunoobikum bal antum basharum mimmman khalaq; yaghfiru limai yashaaa'u wa yu'azzibu mai yashaaa'; wa lillaahi mulkus samaawaati wal ardi wa maa bainahumaa wa ilaihil maseer
But the Jews and the Christians say, "We are the children of Allah and His beloved." Say, "Then why does He punish you for your sins?" Rather, you are human beings from among those He has created. He forgives whom He wills, and He punishes whom He wills. And to Allah belongs the dominion of the heavens and the earth and whatever is between them, and to Him is the [final] destination.

So the people that committed wrong were eliminated. And praise to Allah, Lord of the worlds.

Allah states that He does what He wills with His creatures and none can resist His decision or avert what He decrees for them. He is the One Who has no partners, Who accepts the supplication from whomever He wills. Allah said,

قُلْ أَرَءَيْتَكُمْ إِنْ أَتَىٰكُمْ عَذَابُ ٱللَّهِ بَغْتَةً أَوْ جَهْرَةً هَلْ يُهْلَكُ إِلَّا ٱلْقَوْمُ ٱلظَّٰلِمُونَ
Qul ara'aitakum in ataakum 'azaabul laahi baghtatan aw jahratan hal yuhlaku illal qawmuz zaalimoon
Say, "Have you considered: if the punishment of Allah should come to you unexpectedly or manifestly, will any be destroyed but the wrongdoing people?"
کہو کہ بھلا بتاؤ تو اگر تم پر خدا کا عذاب بےخبری میں یا خبر آنے کے بعد آئے تو کیا ظالم لوگوں کے سوا کوئی اور بھی ہلاک ہوگا؟

That is because your Lord would not destroy the cities for wrongdoing while their people were unaware.

Wa laa taqraboo maalal yateemi illaa billatee hiyaa ahsanu hattaa yablugha ashuddahoo wa awful kaila walmeezaana bilqisti laa nukallifu nafsan illaa wus'ahaa wa izaa qultum fa'diloo wa law kaana zaa qurbaa wa bi 'ahdil laahi awfoo; zaalikum wassaakum bihee la'allakum tazakkarron
And do not approach the orphan's property except in a way that is best until he reaches maturity. And give full measure and weight in justice. We do not charge any soul except [with that within] its capacity. And when you testify, be just, even if [it concerns] a near relative. And the covenant of Allah fulfill. This has He instructed you that you may remember.

Indeed, those who have divided their religion and become sects - you, [O Muhammad], are not [associated] with them in anything. Their affair is only [left] to Allah; then He will inform them about what they used to do.

Ma'arif-ul-Quran: The next verse (183) is also related with 'Istidraj'. It said:
وَأُمْلِي لَهُمْ ۚ إِنَّ كَيْدِي مَتِينٌ ﴿183﴾
"And I give them respite. Surely, My plan is firm."
That is, the disbelievers are left to enjoy their worldly life just for a while. Then, they shall be caught by punishment.
Tafsir al-Jalalayn: And I will respite them — assuredly My scheme is strong powerful and cannot be withstood.

لِيَمِيزَ ٱللَّهُ ٱلْخَبِيثَ مِنَ ٱلطَّيِّبِ وَيَجْعَلَ ٱلْخَبِيثَ بَعْضَهُۥ عَلَىٰ بَعْضٍ فَيَرْكُمَهُۥ جَمِيعًا فَيَجْعَلَهُۥ فِى جَهَنَّمَ أُو۟لَٰٓئِكَ هُمُ ٱلْخَٰسِرُونَ
Liyameezal laahul khabeesa minat taiyibi wa yaj'alal khabeesa ba'dahoo 'ala ba'din fayarkumahoo jamee'an fayaj'alahoo fee Jahannnam; ulaaa'ika humul khaasiroon
[This is] so that Allah may distinguish the wicked from the good and place the wicked some of them upon others and heap them all together and put them into Hell. It is those who are the losers.

Ilaihi marji'ukum jamee 'anw wa'dal laahi haqqaa; innahoo yabda'ul khalqa summa yu'eeduhoo liyajziyal lazeena aamanoo wa 'amilus saalihaati bilqist; wallazeena kafaroo lahum sharaabum min hamee minw wa 'azaabun aleemum bimaa kaanoo yakfuroon
To Him is your return all together. [It is] the promise of Allah [which is] truth. Indeed, He begins the [process of] creation and then repeats it that He may reward those who have believed and done righteous deeds, in justice. But those who disbelieved will have a drink of scalding water and a painful punishment for what they used to deny.

فَمَنْ أَظْلَمُ مِمَّنِ ٱفْتَرَىٰ عَلَى ٱللَّهِ كَذِبًا أَوْ كَذَّبَ بِـَٔايَٰتِهِۦٓ إِنَّهُۥ لَا يُفْلِحُ ٱلْمُجْرِمُونَ
Faman azlamu mimmanif taraa 'alal laahi kaziban aw kazzaba bi Aayaatih; innahoo laa yuflihul mujrimoon
So who is more unjust than he who invents a lie about Allah or denies His signs? Indeed, the criminals will not succeed
تو اس سے بڑھ کر ظالم کون جو خدا پر جھوٹ افترا کرے اور اس کی آیتوں کو جھٹلائے۔ بےشک گنہگار فلاح نہیں پائیں گے
Commentary
Ma'arif-ul-Quran: The last verse (17) emphasizes the subject conclusively by warning that attributing any statement to Allah Ta` ala that was not His Word, or denying what actually was, were crimes deserving severe punishment.

هُنَالِكَ تَبْلُوا۟ كُلُّ نَفْسٍ مَّآ أَسْلَفَتْ وَرُدُّوٓا۟ إِلَى ٱللَّهِ مَوْلَىٰهُمُ ٱلْحَقِّ وَضَلَّ عَنْهُم مَّا كَانُوا۟ يَفْتَرُونَ
Hunaalika tabloo kullu nafsim maaa aslafat; wa ruddoo ilal laahi mawlaahu mul haqqi wa dalla 'anhum maa kaanoo yaftaroon
There, [on that Day], every soul will be put to trial for what it did previously, and they will be returned to Allah, their master, the Truth, and lost from them is whatever they used to invent.

Innal laaha laa yazlimun naasa shai'anw wa laakin nannaasa anfusahum yazlimoon
Indeed, Allah does not wrong the people at all, but it is the people who are wronging themselves.

Allah said to His Prophet : `If these idolators belie you, then be clear from them and their deeds.'
فَقُل لِّى عَمَلِى وَلَكُمْ عَمَلُكُمْ
(Say: "For me are my deeds and for you are your deeds!") Similarly, Allah said:
قُلْ يأَيُّهَا الْكَـفِرُونَ...
وَلِكُلِّ أُمَّةٍ رَّسُولٌ فَإِذَا جَآءَ رَسُولُهُمْ قُضِىَ بَيْنَهُم بِٱلْقِسْطِ وَهُمْ لَا يُظْلَمُونَ
Wa likulli ummatir Rasoolun fa izaa jaaa'a Rasooluhum qudiya bainahum bilqisti wa hum laa yuzlamoon
And for every nation is a messenger. So when their messenger comes, it will be judged between them in justice, and they will not be wronged

Wa law anna likulli nafsin zalamat maa fil ardi laftadat bih; wa asarrun nadaamata lammaa ra awul 'azaab, wa qudiya bainahum bilqist; wa hum laa yuzlamoon
And if each soul that wronged had everything on earth, it would offer it in ransom. And they will confide regret when they see the punishment; and they will be judged in justice, and they will not be wronged

Falammas tay'asoo minhu khalasoo najiyyan qaala kabeeruhum alam ta'lamoon anna abaakum qad akhaza 'alaikum mawsiqam minal laahi wa min qablu maa farrattum fee Yoosufa falan abrahal arda hattaa yaazana leee abeee aw yahkumal laahu lee wa huwa khairul lhaakimeen
So when they had despaired of him, they secluded themselves in private consultation. The eldest of them said, "Do you not know that your father has taken upon you an oath by Allah and [that] before you failed in [your duty to] Joseph? So I will never leave [this] land until my father permits me or Allah decides for me, and He is the best of judges.

Lahoo mu'aqqibaatum mim baini yadaihi wa min khalfihee yahfazoonahoo min amril laah; innal laaha laa yughaiyiru maa biqawmin hattaa yughaiyiroo maa bianfusihim; wa izaaa araadal laahu biqawmin sooo'an falaa maradda lah; wa maa lahum min dooniheeminw waal
For each one are successive [angels] before and behind him who protect him by the decree of Allah. Indeed, Allah will not change the condition of a people until they change what is in themselves. And when Allah intends for a people ill, there is no repelling it. And there is not for them besides Him any patron.

Wa laa tahsabannal laaha ghaafilan 'ammaa ya'maluz zaalimoon; innamaa yu'akh khiruhum li Yawmin tashkhasu feehil absaar
And never think that Allah is unaware of what the wrongdoers do. He only delays them for a Day when eyes will stare [in horror].

Wa wudi'al kitaabu fataral mujrimeena mushfiqeena mimmaa feehi wa yaqooloona yaa wailatanaa maa lihaazal kitaabi laa yughaadiru saghee ratanw wa laa kabeeratan illaaa ahsaahaa; wa wajadoo maa 'amiloo haadiraa; wa laa yazlimu Rabbuka ahadaa
And the record [of deeds] will be placed [open], and you will see the criminals fearful of that within it, and they will say, "Oh, woe to us! What is this book that leaves nothing small or great except that it has enumerated it?" And they will find what they did present [before them]. And your Lord does injustice to no one.

حَتَّىٰٓ إِذَا بَلَغَ مَغْرِبَ ٱلشَّمْسِ وَجَدَهَا تَغْرُبُ فِى عَيْنٍ حَمِئَةٍ وَوَجَدَ عِندَهَا قَوْمًا قُلْنَا يَٰذَا ٱلْقَرْنَيْنِ إِمَّآ أَن تُعَذِّبَ وَإِمَّآ أَن تَتَّخِذَ فِيهِمْ حُسْنًا
Hattaaa izaa balagha maghribash shamsi wajadahaaa taghrubu fee 'aynin hami'a tinw wa wajada 'indahaa qawmaa; qulnaa yaa Zal Qarnaini immaaa an tu'az ziba wa immaaa an tattakhiza feehim husnaa
Until, when he reached the setting of the sun, he found it [as if] setting in a spring of dark mud, and he found near it a people. Allah said, "O Dhul-Qarnayn, either you punish [them] or else adopt among them [a way of] goodness."

وَمَا كَانَ رَبُّكَ مُهْلِكَ ٱلْقُرَىٰ حَتَّىٰ يَبْعَثَ فِىٓ أُمِّهَا رَسُولًا يَتْلُوا۟ عَلَيْهِمْ ءَايَٰتِنَا وَمَا كُنَّا مُهْلِكِى ٱلْقُرَىٰٓ إِلَّا وَأَهْلُهَا ظَٰلِمُونَ
Wa maa kaana Rabbuka muhlikal quraa hattaa yab'asa feee ummihaa Rasoolany yatloo 'alaihim aayaatina; wa maa kunnaa muhlikil quraaa illaa wa ahluhaa zaalimoon
And never would your Lord have destroyed the cities until He had sent to their mother a messenger reciting to them Our verses. And We would not destroy the cities except while their people were wrongdoers.

Fakullan akhaznaa bizam bihee faminhum man arsalnaa 'alaihi haasibaa; wa minhum man akhazat hus saihatu wa minhum man khasafnaa bihil arda wa minhum man aghraqnaa; wa maa kaanal laahu li yazlimahum wa laakin kaanoo anfusahum yazlimoon
So each We seized for his sin; and among them were those upon whom We sent a storm of stones, and among them were those who were seized by the blast [from the sky], and among them were those whom We caused the earth to swallow, and among them were those whom We drowned. And Allah would not have wronged them, but it was they who were wronging themselves.

Awalm yaseeroo fil ardi fa-yanzuroo kaifa kaana 'aaqibatul lazeena min qablihim; kaanooo ashadda minhhum quwwatanw wa asaarul arda wa 'amaroohaaa aksara mimmaa 'amaroohaa wa jaaa'athum Rusuluhum bil baiyinaati famaa kaanal laahu liyazli mahum wa laakin kaanooo anfusahum yazlimoon
Have they not traveled through the earth and observed how was the end of those before them? They were greater than them in power, and they plowed the earth and built it up more than they have built it up, and their messengers came to them with clear evidences. And Allah would not ever have wronged them, but they were wronging themselves.

Call them by [the names of] their fathers; it is more just in the sight of Allah. But if you do not know their fathers - then they are [still] your brothers in religion and those entrusted to you. And there is no blame upon you for that in which you have erred but [only for] what your hearts intended. And ever is Allah Forgiving and Merciful.
